The ratio is probably someone's best practice, but I would not recommend that. For instance, I have a VM setup at home that has 8 logical processors cores- it's an i7 Quad Hyperthreaded.

I might give one server 2 CPUs, another might get 1, one might get 4 and I might have 4 more single cores. That's 11 cores, and I only have 8. That's called oversubscribing. You can do it, but do it conservatively on production. It's ok for test, but maybe avoid it altogether on prod. Totally depends on your workload. Most VMs in a business environment are idle most of the time. The real answer to how many vCPU you can have depends on your workloads.

I'm building my first computer, and hoping to run at least 4 VMs simultaneously with it And i am wondering if it's worth me investing in a better processor, in order to run more VMs. At the moment i'm thinking of getting a iS for a small M case. And my VMs won't do anything intensive, but each of them will either have to run Debian or Windows 7.

For example, in my lab I run VMware's vCenter Operations Manager to monitor performance and it gives me estimates on what my "optimal" density is.

Running a hypervisor and assuming server R2 for example, I would not run more then 4, only because running the OS on less than 4GB is no fun. Nacho Limp Gawd.
